China's digital commerce action plan for the next three years is clear, and the scale of online retail will remain the first in the world

Under the economic fluctuations and consumption recovery, the digital economy with the Internet as the channel has increasingly become the core force driving growth, and it has also obviously led to the transformation of consumption.

Official data showed that online retail sales in the first quarter of 2024 increased by 12.4 percent year-on-year to 3.3 trillion yuan. At the same time, service consumption continued to lead the growth, with the Ministry of Commerce focusing on monitoring online service consumption growth of 28.5%, of which online travel and online catering increased by 95% and 27.8%, respectively.

In the face of such a trend, the Ministry of Commerce recently issued the "Digital Commerce Three-year Action Plan (2024-2026)" (hereinafter referred to as the "Action Plan"), which defines the goals and five key actions after three years.

The "Action Plan" proposes that by the end of 2026, the level of digitalization, networking, intelligence and integration in all fields of commerce will be significantly improved, the scale economy of digital commerce will steadily increase, the industrial ecology will be more perfect, the application scenarios will be continuously enriched, international cooperation will continue to expand, and the support system will be increasingly sound. The scale of the digital economy in the field of commerce continues to grow, the scale of online retail remains the first in the world, the growth rate of cross-border e-commerce is faster than that of trade in goods, the use rate of trade electronic documents has reached the international average level, and the overall scale of digital trade continues to expand.

Some of the targets have already become reality: The 53rd Statistical Report on China's Internet Development, released by the China Internet Network Information Center on March 22, shows that the country's online retail sales will reach 15.4 trillion yuan in 2023, ranking first in the world for 11 consecutive years. According to the data of the first quarter of this year, the growth rate of cross-border e-commerce has also exceeded the growth rate of trade in goods - the first quarter of China's cross-border e-commerce import and export growth of 9.6%, of which, cross-border e-commerce export growth of 11.8%, more than the growth rate of trade in goods import and export in the same period (5%).

The five key actions respectively refer to the "number of business to strengthen the base" action, "number of business to expand consumption" action, "number of business to promote trade" action, "number of business to promote production" action and "number of business to open up" action, a total of 20 specific measures.

Among them, in the "number of business expansion" action, the "action Plan" proposed to cultivate and expand new consumption. The implementation of digital consumption promotion actions, to create a "4+N" network consumption matrix, to carry out "national online New Year Shopping Festival", "double online Shopping Festival", "several business to promote agriculture and harvest", "Silk Road cloud product e-commerce Festival" four national network promotion activities, to support local conditions to carry out a series of supporting activities. Encourage the development of digital, green, health and other consumption, to carry out home refresh, national tide refresh, scene refresh and other network theme promotions, around new product experience, entertainment tourism, sports events, medical health care and other to create a number of digital real integration of consumption scenes, cultivate a number of digital consumer brands.

Also on April 28, as part of the "May 5 Shopping Festival", the "2024 Shanghai Double Online Shopping Festival and Digital Life Festival" kicked off. During the period, the local e-commerce platforms, enterprises, bases and business area malls will launch more than 80 consumption promotion activities around the four major sectors of "digital products, digital services, green consumption and digital business area", trying to promote the formation of a higher level of supply and demand dynamic balance in the field of digital consumption.

In addition to cultivating and expanding new consumption, the "business expansion" action also proposes to promote online and offline integration, stimulate rural consumption potential, promote the docking of domestic and foreign trade markets, and promote the digital development of logistics in the field of business circulation. In order to promote the docking of domestic and foreign trade markets, the Action Plan clearly promotes the standardized and healthy development of the cross-border e-commerce retail import industry. We encourage Silk Road E-commerce partner countries to set up exhibition and sales columns on China's e-commerce platforms, and support local governments in holding special activities such as national e-commerce theme weeks and live broadcasts of ambassadors to China, so as to promote global sharing of China's e-commerce market. Guide the e-commerce platform to set up special areas and fairs for the domestic sale of foreign trade excellent products, etc., to help foreign trade enterprises expand the domestic market and meet the diversified needs of consumers.

In the "number of business to promote trade" action, according to the Action Plan, the level of trade digitization will be improved. To promote the digital development of the entire trade chain, and to accelerate the application of electronic trade documents and cross-border interoperability through the Guangdong-Hong Kong-Macao Greater Bay Area Digital Global Trade Pilot Zone, Pilot Free Trade Zone, and Shanghai Silk Road E-commerce Cooperation Pilot Zone, so as to foster new growth drivers for foreign trade. At the same time, promote cross-border e-commerce exports. Optimize cross-border e-commerce export supervision methods. Organize cross-border e-commerce comprehensive pilot areas to carry out special actions such as platforms and sellers going overseas. Support cross-border e-commerce enabling industrial belt, guide traditional foreign trade enterprises to develop cross-border e-commerce, establish online and offline integration, domestic and overseas linkage marketing service system. Improve the professional, large-scale and intelligent level of overseas warehouses.
